This is a good answer that shows confidence as well as humility. If I were the interviewer, I may follow up asking what it would take to increase your rating (e.g. is there a specific skill within communication you're trying to hone? Would practice get you there?)

I would say my communication skills is a 7. I do need to work more on my skills. But I do try to make sure that I make clear what needs to be done and not to rely on other people to tell the other coworkers. Sometimes when you try to and rely on other people to convey the message, it gets construed. So it's better for you to convey the msg yourself, so there is no confusion.

I rate my communication skills a 7 of 10. I can certainly grow in this area and learn from those around me. I make a conscious effort to speak directly to colleagues to eliminate confusion. Messages can become distorted if too many people are unnecessarily included.

I rate my communications skills between 8 and 9 leaving room for improvement. I communicate with staff, customers, and patients daily and cooperate verbally or in writing. I solve customers' and patients' complaints verbally and in writing. We have customer communication and customers give feedback on their shopping experience. I answer their comments daily in writing.
