As in any video interview, the camera angle should be at eye level. Positioning it too low will make you come across as domineering. Too high and you'll seem too weak or small. So center it, and make sure your lighting is equally balanced as well. Maintain eye contact in front of the camera as if you're speaking face-to-face with a person, trying not to look at yourself on the screen, but rather maintaining eye contact with the camera lens.
