You have the foundations of a persuasive answer here, but try framing it a little differently. If you don't have the claims experience per se, what discrete experience do you have that makes you a good candidate? What about being an insurance inspector has contributed to your knowledge of being a claims adjuster?

Eventually, I became so helpful throughout the office that I became an essential member of the team and was quickly relied on by others in the office.
