If someone is under-performing, it is important to observe why that may be. The position you have them in may not be beneficial to the team. When managing a team, it is important to take into consideration everyone's strengths and apply them where they will excel.

While coordinating the training program in my previous job, I always sent out two email reminders that training wasn't complete. It was very important that every training should be completed due to compliance and the fact that our grant funding was dependent on it. If both emails were ignored, I would then reach out to the regional manager for assistance, and my last option was my HR Director that ensured compliance.

I try to give people the tasks that will be most suited to their personalities and desires. For example, if someone falls asleep while completing paperwork, they are better suited for answering questions from the public.
