As someone who is honest and full of integrity, if I discovered that a coworker was stealing, I'd be greatly bothered by this. I'd start by observing further and gathering as much information as I can to make sure my hunch is correct so I don't falsely accuse anyone. Once I'm positive there's a problem, I would talk to my coworker in a nonjudgmental and private manner to try and find out why they were stealing. I would encourage them to turn themselves in, but if they refused, I would let my manager know. While I always want to support my colleagues as much as I can, I would never condone stealing or harming the company in any way.
