At the root of this question comes your ability to hold others to a high standard of integrity in the workplace and your interviewer will be looking to hear that you are both able to stand your ground in holding others accountable and that you are able to do this in a civil fashion. In your example, think of a time that a colleague wasn't doing the right thing and talk about your approach with that colleague. Walk your interviewer through your interactions with your colleague and explain how it resulted in a positive way in the end.

"Around the time that personal cell phones were becoming commonplace for almost everyone, my employer implemented a policy that personal use of phones was not allowed on the production floor. One of my colleagues blatantly ignored that policy and one day, I found him playing games on his phone while operating a production machine. Knowing that he was supposed to be monitoring several of the systems during operation, I knew this was both a safety and a quality hazard. I immediately asked him to put the phone away and focus on what he needed to be focused on. I also brought up the policy, in the case he was somehow not aware. My approach to him was in a nice tone and I kept it strictly business related. He later thanked me for the reminder and promised that it wouldn't happen again."
