A majority of water treatment operators work in treatment facilities run by local cities. Joining the workforce in the public sector is a unique and exciting opportunity and your interviewer wants to hear that coming aboard in that type of atmosphere is appealing to you.
If asked a question like this, it's important to keep in mind that your interviewer is looking for you to think bigger picture and beyond the actual role of a water treatment operator. Prior to your interview, and hopefully, even prior to applying, you want to ensure that working for a public entity is appealing to you.
