As a Police Dispatcher, many of the calls you take will be non-emergency situations, simply helping people in confusing but not life-threatening situations. When you do receive an emergency call, you must be ready to take action and dispatch the appropriate police teams quickly and without hesitation.
The hiring authority needs to know that you can stand up to the pressure, and make rational decisions for others when they are unable to do so for themselves. If you have an example of a time when you stood up to this type of pressure, be sure to tell the story.

My mom always jokes about how I am the epitome of a "libra." I always like balance and calmness and channel it into everything that I do. In the wake of stress or an emergency, I always remain level-headed and work my way through the situation. I do this by breaking things up into smaller "tasks" that I need to complete in order to work through the situation/stress, as I said, being able to organize all aspects of my life allows me to remain calm in all situations.

I do believe I am able to make calm, rational decisions in the wake of an emergency. I desire to learn and retain as much information as one can provide me with so that the decisions that I make will not only be made calmly and rationally, but quickly in the case of an emergency.
