By asking this, the interviewer is trying to assess how eager every job seeker is to ascend in the business and fulfil the business's requirements for filling roles somewhere else. It's more advantageous to move a current employee who is already accustomed to the company culture than to search outside the company.

Make sure you are in a relatively quiet place with as little background noise as possible and free of distractions. The camera angle should be at eye level. You want to maintain eye contact in front of the camera as if you're speaking face-to-face with a person. Centre it, and make sure your lighting is equally balanced as well.
