"Sometimes full disclosure can damage someone's self-esteem, and reality isn't always best expressed in full and can be self-indulgent based on the person's intention. In those instances, honesty still is best, however, the way that you explain things really makes a difference. I think acting with not only honesty, but integrity helps mitigate tough situations."

Without a doubt, honesty is always the best policy. Now I do feel as though the way you approach being honest may need to be handled differently depending on the situation.

Good job giving a direct answer, and then providing a little more context. Honesty is a core value of USAA, so if you can, add a little more to your response so the interviewer knows you align well. You could add to your response by elaborating and saying; for example, if X situation, then honesty with a gentle approach is more effective... etc.
