They've said some positions cannot pay as well as their competitors. The aim of this question is to assess what value you place on pay over other motivating factors for a fulfilling career. By offering your interviewer the other factors that are important to you when considering a new job, you could advertise your greater worth to the company. At the same time, it is important to not sell yourself short. Pay holds value for everyone. So best to neither advertise nor dismiss this point when answering this question. Simply focus on the other motivators aside from pay, and emphasizing that pay isn't the only thing that matters.

Compensation is not the most important factor for me. I am looking for a good company with an excellent company culture with a focus on safety, which XPO Logistics is! Hours and shifts and location are important to me as well. The position I am applying for me is a perfect fit in shifts and location. I live 6 miles from the location, so my commute is very easy. That is important to me.
