The interviewer wants to put a bit of extra emphasis on the fine line between being a good person and not being caught. This answer should be kept very simple and 100% honest.
If you have never committed a crime: 'I have never committed a crime. I was raised to be an honest person and respect other people, their property, and myself.'
If you have committed a crime, explain what the crime was, if you got caught, the repercussions, and what you learned from the experience.

As mentioned before, it is always best to be 100% honest during your interview. If you are honest and admit to doing something wrong, the interviewer will have more respect for you than if you are untruthful and the interviewer finds out.
