Some individuals mistakenly assume most people think as they do. For example, a person who steals often assumes others would steal from them. This question evaluates your sense of integrity. A person who is capable of unethical behavior might be willing to suggest that they would readily bend the rules if asked to if that meant they'd win the job. Whereas an honest person would assume everyone was honest like them and would do the right thing. The interviewer's motives are irrelevant.
