Acting with honesty, integrity, and transparency is a very important aspect of the Canadian Red Cross Code of Conduct that all staff and volunteers must adhere to. Your interviewer is not naive to the fact that all people are put in positions where their honesty can be tested, so they ask this question to hopefully hear that you were able to take the high road even when things got tough. Think back to a time when being dishonest may have been the easy route out, but you took the dignified route in remaining truthful. If you are young in your career, discussing a time from your personal life is fair game here as long as you can display your ability to live the Canadian Red Cross values of honesty and integrity.

During my years as a Paramedic, taking shortcuts in documentation was something I witnessed colleagues doing and I never hesitated to stop it in its tracks.
