"I think I remember this one. It follows the Archimedes principle, doesn't it? When the anchor is in the boat, it contributes to the boat's mass due to its buoyancy and weight distribution, causing the water level to rise. Should the smaller and denser object of the anchor be dropped in the tank and rest on the bottom, the boat's mass is reduced, increasing its buoyancy, and the water level would go down. However, if the anchor did not touch the bottom and was below the boat, pulling down on it and still contributing to its increased weight distribution and also entering the water, the water level would rise almost imperceptibly due to it also entering the water and increasing its volume."
