I would rate my communication skills at an 8. I feel I communicate well as well as I ask my co-workers if they understand what I am saying when giving instructions to the men when I am the foreman. I always ask if they have a better plan or idea as well.

Giving yourself an 8 rating is good because it shows that while you have confidence in your ability to communicate, you don't think you're perfect (which could come off as arrogant). Don't forget, however, that there are various forms of communication: verbal, written, nonverbal, listening, public speaking, and so on. Consider talking about your strengths in these areas as well. You can even give yourself different ratings according to each communication type if you want. Great job!
