Why should we hire you?
Interviewers ask this question primarily because it is difficult to answer and helps them identify candidates who do well under pressure. For a program manager, the intent goes further. This question is a direct test of your ability to market yourself - a skill that speaks directly to your ability to communicate effectively with the executives, clients, vendors, or peers you will likely work with as a program manager.
