Show the interviewer that you are honest and trustworthy. Theft can be a significant factor in financial loss for UPS. Discuss with the interviewer how you would do your part to alleviate this issue. "If I caught a co-worker stealing I would report the situation to my manager right away. If my manager were not available, I would tell the co-worker that I saw what they did and ask them to return the item. I fully believe that it is my responsibility as an employee to enforce theft prevention procedures whenever it is safe to do so."
