The success of many projects is determined at the very beginning. The interviewer is interested in learning how you begin a project and the steps you take to make sure it is successful early in the development cycle. Being able to describe the items you address with the stakeholders at the beginning of a project and how these contribute to the project's success will establish your qualifications for this position. If possible, talk about factors that are relevant to the organization with whom you are interviewing. You can base this on the information you gathered during your research of the position and the organization before the interview.
