"Each hour on the clock represents 30 degrees of the 360-degree circle, so I'd use a starting point of 90 degrees for an angle for this answer. But then, I have to factor in the hour hand now moving a quarter of the way between 12 and 1 on the clock. With a quarter of that move being 7.5 degrees, the angle between the hands falls at 82.5 degrees."

A clock represents a circle that has 360 degrees and therefore represents the full 60min of an hour. 15 min is a quarter of 60min. therefore a quarter of 360 degrees are 90 degrees. The angle between the 2-hour hands is 90 degrees.
