The interviewer wants to know if your SEO practices have ever led to a site getting penalized by Google. Many of the reasons Google penalizes sites are related to black hat practices, but it can also happen because of broken external links, error codes, and slow site loading. If this has happened to you for a reason other than black hat practices, the interviewer likely won't see it as a problem. They simply want to hear about what happened, why it happened, and what you learned from the experience.
