"The four levels of SAFe are Team, Program, Value Stream, and Portfolio. The team level represents small cross-functional teams responsible for solution development. The program level represents the Agile Release Train which consists of a series of teams. The Value Stream or large solutions level represents the interaction of architects and value stream engineers who refine the executive vision and ensure alignment between various release trains. Finally, the Portfolio level is driven by business and technology leaders who drive the high-level vision for the business goals and direction of the products they are responsible for.
The three lower levels use flow, outcome, and competency metrics that are specific to their level. For example, a scrum team would use velocity as a measurement of flow. At the Portfolio level, metrics such as revenue, customer satisfaction ratings, marketing campaign success rate, etc. are used. The metrics are specific to the line of business the portfolio is meant to drive."
