"Cost of Delay is calculated by considering the business value of the job, the time criticality of the job, and the opportunity enablement or risk reduction of the job.

For example, a team might be weighing several features against each other for release for a Black Friday sale promotion. One of those features might be a marketing feature that needs to be released prior to the sale event. The value would be determined by estimating how many new or existing customers the feature might encourage to make a purchase. The time criticality would be higher for this feature than features that are not needed until the Black Friday sale actually begins. The opportunity enablement/risk reduction number would include understanding that advertising a sale is critical to its success."
