Can SCOM monitor cloud resources even though it is installed on a network server?

An interviewer will ask this question to determine if you are familiar with environments other than a standard network. Since most organizations have resources that span multiple environments, including on-premise, hosted, and cloud, it's important to be able to discuss how SCOM can monitor assets throughout the entire infrastructure.
