Some ways I would encourage a fellow scientist is praising their ideas and efforts not only in private but also publicly. Show that someone admires the work they put in. If we were on a friendlier level, then I would also send encouraging emails, etc. Not to mention you can't go wrong with brainstorming, oftentimes asking questions and probing helps to stimulate ideas.
