Be careful not to name any names or throw anyone under the bus, as you can rarely recover from unsavory behavior like that in an interview.
"I believe an honorable person will do what is right even when nobody is looking. The medical industry deserves only honorable graduates, and so, for that reason, I would tell a superior if I found a classmate cheating."
The interviewers want to see that you are honest and have a solid moral character. It is never okay to cheat, and the interview panel is looking for students that feel the same.
