If the hiring manager is aware that you are actively looking for a new position, they may be more persistent in pursuing you. If you are applying to, interviewing with, or considering an offer from anyone else, you can openly tell the interviewer about your search so far. But, it's important to realize that you aren't obligated to give all details like who you are interviewing with or considering an offer from.
