How would you react if you discovered a classmate cheating?

If you have found yourself in a situation like this, you can draw on that story for your reply. Be careful not to throw anyone under the bus, as you can rarely recover from unsavory behavior like that in an interview.
"I believe an honorable person will do what is right even when nobody is looking. The veterinary industry deserves only honorable graduates, and for that reason, I would tell a superior if I found a classmate cheating. However, I would only report the incident after speaking with my classmate and telling them what I saw. If they cheated and refused to tell the professor, I would have to report them."
The interviewers want to see how you react to ethical situations and that you have the integrity to gather information, speak with your classmate, and report the incident if your classmate did not turn themselves in. While this is an uncomfortable position to be put in, the interviewers want to hear that you have the emotional intelligence to be non-judgmental and speak with your classmate before automatically turning them in.
