There are only two ways to answer this question. First, you can approach the classmate privately and tell them what you saw, giving them a chance to explain themselves. If they were cheating, you could give them the ultimatum to approach your professor, or you will do so. Secondly, you can avoid a confrontation with your classmate and go straight to the professor with your findings. How you respond depends on your personality, morals, and values.
