While opportunities for advancement are great, I don't suggest naming this as the primary reason why you want to work for any company or organization. Also, the park system clearly isn't the only employment opportunity that offers advancement as an option, so this response, unfortunately, doesn't shine any light on why you'd like to work for the park system over any other job opportunity. To rewrite this response, you should explicitly state why you're interested in the park system, stating unique aspects that wouldn't easily be found at another employer.
