The interviewer wants to hear that you are not a rule-breaker and that you support the company's rules. Starbucks is a huge company with top-down decisions being made at a corporate level. Be aware that you will likely have little to no say in these rules.
Start by telling the interviewer that you follow all of the company rules and support the company's leadership decisions regarding regulations. Next, think of an 'outside the box' rule your current or previous employer had established. Show the interviewer that you respect decisions regardless of if you agree with those decisions on a personal level or not.
